If you are downtown, try Gaylords on Clark at Ontario or Ohio.  They just remodeled.  Its a little more expensive than Devon, but no roaches to my knowledge and the food tastes very authentic.

Also, my 2 cents, Moti Mahal (sp?) on Belmont, 1-2 blocks west of Sheffield, is very good and cheap.  IT's also BYO.
