El Sol at Dempster and Austin (6000 Dempster St) in Morton Grove, IL has a weekday lunch buffet that isn't bad, and is cheap, under $7 for all you can eat, decent food, and all the flan you want.
Chicago, IL

Don't under any circumstance tell them I sent you, because they have no idea who I am.

I will not use the vocabulary of "serious food lovers" ... let me just say that I have eaten there three times now and I loved, and will remember for a long time, my churrasco, my striped bass and my pechuga ... It is not "cheap", which only means it will typically cost you $20-30 per person (plus wine). This is fantastic food, and I hope my odd timing is the only reason I haven't seen more people there. Also, if you could figure out how, it would be great idea to get their gazpacho "to go", and sip it slowly on a hot afternoon.
