On the Ile d'Orleans, which you should definitely visit because it's so beautiful -- reflecting a rural way of life that is so rare these days, after you've left the bridge, proceed straight through the first intersection to the first restaurant on your left. It's a 'family style' place, not very expensive, where they serve 'tourtiere' and some other local specialties. In Quebec itself, we had good light meals at a place next door to 'Cafe du Monde', right by the river, and an excellent dinner at the 'Cafe du Monde' itself. Be aware that it is a reasonably provincial town which doesn't stay open very late at night, so don't plan on sitting down to eat past 9PM. Amusez-vous bien! Cheap eats in Quebec?
When my wife and I visited about four years ago, we frequented a little cafe called "Cafe Temporelle" in the Old City. Wonderful cafe au lait, very nice little sandwiches, and a genuinely friendly proprietress. I wonder if it's still there.
