There's no shortage of restaurants that meet those criteria in either town, so your problem should be in narrowing it down. My favorite would be Pigalle in Los Gatos. Quite informal, excellent food, very reasonably priced for the quality. I took five people there and we had three course meals, wine, champagne before dinner - for $150. They also have a prix fixe menu which is about the best deal I know of, considering the quality of the food - $15.

Others in Los Gatos include Cafe Marcella and Los Gatos Brewing Co., although the latter might be a little noisy. The food is great, though. Two that I haven't been to but are well thought of are Valeriano's (Italian) and the new Dragon Bistro (kind of a mix of European/Pacific Rim cuisines).

I'll let the Saratoga experts handle the restaurants there. I don't get over to Saratoga much, although I will admit to a certain fondness for dining al fresco at Bella Mia...

Valeriano's is my fovorite Italian restauraunt. It is situated in an old bank building across from the park. They even have a separate table in what used to be the vault (now with a window to the street of course)! Everything there is awesome, although it is a little more expensive than average.
