Home Plate on Lombard near Steiner. Although it is west of Van Ness, it fits all of your other requirements. GREAT waffles.

The Eagle Cafe in Pier 39 is a classic breakfast joint. It's the only "real" place in that plastic mall--the owners refused to sell their old place across the street so Pier 39 could build a parking lot until Pier 39 offered to rebuild the place intact.

I've heard the breakfast at the Art Institute's cafe is good, but haven't tried it. Can't beat the view.

East: Il Fornaio - near the embarcadero
Cafe Pescadero (sp?) across from Northpoint shopping center, Fisherman's wharf area - sometimes you can eat outside If it's Saturday, they had been serving egg/bacon/baguette sandwiches at the Farmers Market which has moved from the Ferry bldg nearby

If you're going to the Marina area (West of van Ness) - Bay Watch in the motel on Lombard at filmore - great pancakes

I go to the SF Art Institute cafe occasionally (live a couple of blocks away).

Breakfast is really basic and cheap. Eggs, spuds and toast for about $3. It's very quiet and laid-back in the morning.

Lunch can be quite good or ordinary, depending on what you order. Plenty of vegetarian options, low prices. The same guy has been managing the cafe for several years, and he knows what he's doing.

Oh yeah, freaky people watching. Bus and wipe your own table. And yes, the Bay and city view is unbeatable.

It all pretty much grinds to a halt when school is out for the season.
