I used to keep my boat moored at the marina right in front of (or behind, however you look at it) Horatios. (In fact, I fell off my boat right in front of their plate glass windows during lunch one day. Looked up and saw about a hundred folks standing there, taking it all in. No one came out to help, though. Had to wait for the fire department to fish me out.) I quickly learned to go to the seafood joint at the other end of the marina and give Horatios a wide berth. I agree completely with David Arnstein: it may have been a good restaurant a few decades ago but it sadly went into decline, That "other" seafood restaurant is not bad - I forget the name. It's very nautical inside, lots of rope and nets and all that getup, but the food used to be OK. They used to do a farmed "baby coho" salmon which was excellent.
