This view was taken from the Capitol steps and looks across the grounds toward the Senate Russell Office Building, with a streetcar waiting station in the foreground. The building was completed around 1909, when Washington was expanding its federal offices and rail lines to serve a growing city. The Detroit Publishing Company, a commercial firm known for its color and black-and-white views of American places, made the image, and the streetcar shelter gives a sense of how the capital's public transit fit into the government district.
