The record names Mark L. Requa, a mining engineer who later became active in Republican politics and worked alongside Herbert Hoover, so this is a portrait of a person rather than a place or event. The image is a glass negative from the George Grantham Bain Collection, made by the Bain News Service, a New York picture agency that supplied news photographs to newspapers from about 1900 through the 1920s. The record gives no date, and the name comes from caption cards that were not verified, so the exact occasion is unknown. Still, the negative format and agency origin place it in the early twentieth century, when such studio and news portraits were a common way to put public figures before readers.
