The subject here is the Department of Commerce's building in Washington, D.C., a federal structure that the record places in the years between 1909 and 1920. The department had been created in 1903 as the Department of Commerce and Labor, and it was split into separate Commerce and Labor departments in 1913. Its permanent headquarters on Constitution Avenue, now the Herbert C. Hoover Building, was not finished until the early 1930s, so this photograph captures the government's earlier efforts to house a growing federal agency in the capital. The print comes from the National Photo Company, a commercial firm that documented Washington streets and public buildings in the early twentieth century.
