Frances Perkins is the subject here, and she is one of the few women to hold a cabinet post in American history: she served as Secretary of Labor under Franklin D. Roosevelt from 1933 to 1945, the longest tenure of anyone in that office. The Bain News Service, a Manhattan agency that sold news photographs to newspapers from the early 1900s onward, made this glass negative, though the record gives no date and its title comes from unverified caption data. Perkins was a central figure in writing the Social Security Act and the Fair Labor Standards Act, so pictures of her from this period document a moment when federal labor policy was being built.
