A tethered balloon hangs above the Eiffel Tower, with a clock set into the scene, an unusual pairing of the newest engineering of its day with the tower that had just become Paris's most talked-about landmark. Captive balloons, kept on cables and winched up and down, gave visitors a view over the city and were popular attractions at the late-19th-century world's fairs. The tower itself was built for the 1889 Exposition Universelle, and many Parisians first judged it harshly before it became a symbol of the city. The picture captures the period's fascination with height, spectacle and modern invention.
