The title names the Four Minute Men, the volunteer speakers who gave brief, patriotic talks during the First World War, usually between film reels in movie theaters. The phrase "A Message from the Government at Washington" points to the official effort behind them. In 1917 President Woodrow Wilson created the Committee on Public Information to build public support for the war, and the Four Minute Men were one of its most visible programs. Their short speeches urged people to buy Liberty Bonds, conserve food, and back the war effort, reaching audiences across the country.
