Its title places the picture at Bassens, a town on the Gironde estuary near Bordeaux in southwestern France, although the Bain News Service wrote that name on its negatives or caption cards and it has not been verified. The agency, founded in New York in 1899, supplied newspapers with news photographs, and glass negatives like this one were often made in small formats such as 5 by 7 inches. The record gives no date, so the picture is best read against the early twentieth century, when press photographers regularly turned to fire brigades and civic life as subjects.
