Completed in 1904, the Polk County courthouse in Mena anchors a town in the Ouachita foothills of western Arkansas, a region where railroads and timber were drawing new settlement at the turn of the twentieth century. Courthouses of this era were usually the most substantial public buildings in their county seats, meant to signal the permanence of local government while housing courtrooms, offices and records under one roof. The caption card gives no date for the photograph itself, so it is hard to place the image in a particular season, but it still shows how such buildings shaped civic life in small Southern towns.
