Madison, Wisconsin, sits on an isthmus between Lakes Mendota and Monona, and by the late nineteenth century it was a city built around government and learning. The state capital since 1836 and home to the University of Wisconsin since 1848, it drew legislators, lawyers, professors, and students, while railroad lines and small manufacturers gave the city its working base. Lakefront parks, streetcar lines, and church and fraternal life shaped everyday routines, and residents took pride in the capitol and the campus rising on the shore. The 1904 fire that destroyed the earlier capitol was a reminder of how much of the city's public identity rested on that building.
