The sitter is an Illinois senator photographed in Washington around 1939, when the Senate was deep in the later New Deal era. The portrait comes from Harris & Ewing, a Washington studio founded in 1905 that became known for formal portraits of lawmakers, diplomats and federal officials. Its large studio negatives recorded generations of figures from the Capitol in a dignified, carefully composed style, which makes this a useful record of how official Washington presented its leaders in the late 1930s.
