This glass negative is a portrait of Willis C. Hawley, identified on its sleeve as coming from Oregon, though the original caption has been scratched away and the title comes from unverified data supplied by the National Photo Company. Hawley represented Oregon in the U.S. House of Representatives for many years, and he later became known for the Hawley-Smoot Tariff Act of 1930. The National Photo Company produced a large body of portraits and views in Washington, D.C., during the early twentieth century. The negative shows streaks and blemishes from the gradual breakdown of its original coating, which is typical of glass plates of this age.
