Emile Francqui, the name on this glass negative, belongs to a Belgian financier and public figure whose career ran through the Congo and postwar Belgian finance. The Bain News Service, a New York agency that supplied newspapers with photographs in the early twentieth century, took his portrait, though the record gives no date and the title comes from unverified data on the negative or caption card. Because the Bain service handled many European news subjects, the picture is best read as a snapshot of how press photographers recorded foreign officials for American readers during those decades.
