Dwight Davis, who was serving as Secretary of War at the time, is pictured at Mother's Day services held at Arlington National Cemetery on May 10, 1925. Congress and President Wilson had made Mother's Day a national observance in 1914, and services at Arlington brought officials and families together to honor the dead and the mothers who survived them. The image comes from the National Photo Company, a Washington, D.C. studio whose glass negatives document public life in the capital during the 1920s. Faint streaks and blemishes in the glass come from the age of the original coating.
