Few symbols carried more weight in wartime fundraising than the Liberty Bell, and this color lithograph builds its appeal around it under the words "Ring it again." Printed by the Philadelphia firm Ketterlinus, the poster asks viewers to answer the bell's call by buying a United States government bond. The Second Liberty Loan was one of several bond drives the country used to help pay for its entry into World War I, and the bell, long a national emblem of independence, gave that appeal a patriotic weight that plain text could not. The sheet is marked "No. 3," indicating its place in a numbered series.
