A 1917 lithograph casts a mule labeled "Industry" as a would-be National Food Dictator, with flies gathered around it, arguing that unwise business laws would spoil the nation's appetite for wartime sacrifice. Its title, "Industrial war bread?", points to the food worries that came with the United States' entry into World War I in April 1917. That August, Congress created the federal Food Administration, led by Herbert Hoover, to manage food supplies, so the poster touches on a real debate over how far government and industry should control the economy during the war. Its mix of animal caricature and complaints about taxes and labor strife shows how wartime economics were argued in popular graphic form.
