My favorite pho place, by far, is Pho 75 on Wilson Boulevard outside Rockville.  They have branches which are also quite good--Rockville, Langley Park, among others; great pho and nothing else.

In northern VA, the best pho place I've tried is called Tai Ho. It's on Route 7, Bailey's Crossroads area, in the Cullmore shopping center.

(For what it's worth, I often have an inside edge on hearing of great places, since my significant other is Vietnamese.) We've been there many times, and it's consistently excellent.
