The easiest way to find a pub like you describe is to move to England, where they abound. I have personally never found a pub in this area that favorably compares to the pubs I visited in London.

Try http://www.mnsinc.com/hyworth/tom for a fairly complete listing of DC Metro area brewpubs, beer bars and local breweries. While it doesn't appear that beer is your main concern, some of these places fit the bill. Bilbo Baggins in Old Town Alexandria probably comes closest to what you describe. Blue and Gold Brewing, to be opening soon in Clarendon, may suit you. Stay away from Galaxy Hut if you don't want small, dark and loud.

I've always liked Ireland's Four Provinces, near the Cineplex Odeon Uptown and the National Zoo.
