Another place to add to the list is Washington DC's Au Pie De Geshon and Au Frou De Meir (in English: The Pig's Foot and Fruit of the Sea. I appologize for my bad French and bad French to English translation). Both are on Wisconsin AVE, in Georgetown (Their both the same restaurant, just different sides). Great place for 3:00 AM breakfast after a night of drinking. Recommended breakfast to order are the Eggs Benedict. Also Eggs Norwegien, Eggs Florentine, and Omelettes (Sorry, no pancakes). Downsides to the place is that it's crowded during prime time (2 to 4 AM), and the staff tries to rush through, and clear you out for the next group of people, so it's definately not a place to sit and talk for a while.
