Right near the Norfolk-VB border, on Shore Drive, is my favorite seafood restaurant, the Ship's Cabin...moderate in price, good view of the bay, homemade breads, good wine list. Not far away is Foon's, a Chinese restaurant that is well-liked by the locals...it prides itself on using no MSG. I can give you other recommendations depending on your preferences.
