Near i-95, huh? That's a toughie. Probably the closest is Pho Cali, on Glebe Rd. where it crosses Walter Reed. Less than five minutes from the Glebe Rd. exit. About 10 minutes away, via Washington Blvd, is Clarendon, where there are at least five top notch places: Nam Viet, Queen Bee, Saigon Cafe, Cafe Dalat, and, my favorite, Little Viet Garden. (Plus Indian, Chinese, Italian, Marrocan, Persian, and Japanese places--this is a GREAT place for eating) (And a new brewpub, too.)
