I don't know about the locals but as a nonlocal in Istanbul I do like Pandelli, located in the Spice Bazaar (also known as the Egyptian Bazaar). Great food. Have only been there for lunch; I think if my memory is correct it is closed in the evening. Very popular and crowded at lunch. Might need reservations although I have never had to wait long. Further into the Bazaar are wonderful stalls selling Turkish Delight. I love all those exotic flavors. Now the restaurant at Topkapi is really for tourists only. Don't waste your time although the tables along the windows are very nice. But you could easily end up eating at a tiny table in the hallway. And the food isn't really anything special. Midway between these two restaurants is the Cistern, located over in the Sultanamet district. Would recommend it if you are staying in this district. If not, it is not worth the trip over. It is located on a pedestrian street sort of behind St.Sophia. Probably the atmosphere is better than the food.
