Saigon Restaurant is good. They have a marinated beef flank dish that is out of this world. I would rate the soups as good too.

There is a little place off Anderson @ 183 across from Hobby Lobby that has a grilled pork with vermicelli that is excellent. It costs ~ $4.50 and they bring out a plate of fresh herbs that would cost about $3 at the store.

It's called "Quan Ba Tho", Vietnamese for "Mrs. Tho's Shack".
As far as Vietnamese "fast food" is concerned, it is one of my
  current favorites.

"Huong Giang" (previously Dong Phuong; West side of Lamar just North
of Peyton Gin) is so-so, of the two times I have been there since
  they (Huong Giang) opened.

I believe the one you refer to on N. Lamar would be Kim Phung in the shopping center with Tejano Ranch nightclub. Pho is fairly good there but the place doesn't strike me as very sanitary. As far as the Target shopping center, there are several ones, maybe you mean Pho Cong Ly? I was there once and it was good, but just saw someone else post a nasty tale about friends with insects in their soup, yikes...Now that I live south, I am happy to recommend Hao Hao at Wm. Cannon and Manchaca (they also have locations in Dobie Mall and in Round Rock) Excellent chicken pho ga and good chinese food menu too.
