I have had edamame at I Love Sushi, and at Maneki (downtown.)
I just saw it on the menu at a sushi joint on Broadway in Capitol Hill too (right next to the Deluxe Bar and Grill,) though I didn't stop to eat there. I'm sure it's available at plenty of other restaurants that I haven't been to as well.
By the way, edamame *is* steamed (and salted?) soy beans, IMHO.
