There is already one reply recommending Louis which a good friend of mine who knows his stuff rates the best restaurant in Charleston.

We didn't have time to eat there when we were in Charleston last week, but if you are looking for a simple, good, friendly, and cheap fish restaurant, I would recommend Hyman's on Meeting Street.
