For better vietnamese food you are probably looking at Washington, DC or
Philadelphia. But for "Thai-like" food you should consider two downtown
restaurants that serve excellent Cambodian food. They have the same
owners but one is a little more upscale in appearance and has a few
extra menu items than the other.

Pnohm Penh (Spelling?) 1st avenue just above Smithfield street.Very
 basic decor. Smaller menu.

Lemon Grass (not related to the one in Sq. Hill) on 6th Street
kind of near Heinz hall (other side of the street and closer
to the river). This is the fancier place.

Cambodian food uses fish sauce, lemon grass, fresh herbs and has other
likenesses to Thai and Vietnamese food and the quality here has always
been pretty high--though I've only had lunch at either place. Do not
miss the Lemon Grass soup--it could well be the best soup in Pittsburgh.
The green curry noodles are amazing too.

Both places also have some chinese items on their menu, but I've never
ordered them since the Cambodian food is so good.

The place I would recommend is called Pho 75. They closed for a while but have recently reopened. I haven't been there since but have heard from reliable sources it's the same as ever. It's on Wilson Blvd. in Arlington. They have Pho with bible tripe, tendon, and practically any other permutation combination you'd care to consider.

I have been to Pho 75 since they reopened and it's just as good as it used to
be, but the new location (about 2 doors down from the old place) is brighter
and cheerier. My own favorite permutation is eye of round and brisket (sort of
"Pho for the timid"). Other good Vietnamese places are the five places near
Clarendon metro (the most westernized), the dozen or so in the Eden Shopping
Center (more more authentic, but higher on the "squeam factor" if you're a
fussy eater), and Galaxy in Falls Church (a compromise between East and West,
with some regional specialties not found in the other places).
