It's called Mandarin Buffet - formerly Cathay Gourmet, but still the
same owner(s). It is located on McKnight Road across from North Hills
Village Mall, next to Burger Barf, um..I mean Burger King.

I've tried the dinner buffet several times, and its a good value for
 the price - around $8 or so (from 5:30p to 8:00p I think). I haven't
had a chance to try out the Dim Sum, though. As with all buffets, you
should try to go during the busy time so you get fresh selections. If
you go after 7pm, there's a greater chance that the food will have
been sitting under the lights for a good period of time. Overall they
have some of the better Chinese food I have had around town, so I
would expect the Dim Sum to be pretty decent.

Don't get this place mixed up with the Schezuan Gourmet (or Schezuan
something) located on the opposite side a mile or two further north.
The Schezuan place has had a buffet for much longer, and it was OK,
but the place was dirty, i.e. the walls next to the booths look like
 they were never washed.
