I had a great meal (seafood) at "Jakes." It was probably the best seared tuna I ever had, and I've had some excellent seared tuna over the years.

There's a great burrito place - a hole in the wall really - in North Portland near the University of Portland. The owners and all staff are great and this is definitely not a gringo place. The name is something like El Burrito Loco. It's incredibly cheap and tasty. For creative Mexican there's Casa U-Betcha on NW 21st and for healthy fast-food Mexican (heart smart menus) there's Macheesmo Mouse on NW 23rd.

I just got back from a week in Portland (so my restaurant info is fresh), and I grew up there (so I kind of qualify as a local).

I'll second the recommendations for Casa U Betcha (there are actually a couple of locations) and Macheesmo Mouse (good, fresh Mexican-style fast food, also in several locations -- I ate at the one downtown on Salmon).

As for seafood, well, you're in the right town. When the fish is fresh, just about anyone can grill it without botching it too badly. Somebody mentioned Jake's, which is OK, but it's not consistent and kind of pricey (doesn't even come close to pegging the ol' value meter). For something different and a lot less expensive, try Obi in Old Town (101 NW 2nd Avenue). It's a neat little sushi bar with a short Japanese menu. It's dirt cheap, and would be good even if they charged a lot more.
