How about The Montgomery Inn Boat House on the river?  It's on the Ohio side of the river, has great ribs, and you can get an entree for under $15 (but you need to add $$ for drinks).

Also, check out the Cracker Barrel out in N. Kentucky.  Great breakfasts for cheap $$.
