I'm really only very familiar with the Hudson side of lower Westchester. The best view at the moment is the Chart House in Dobbs Ferry, but the food is nothing special (though fairly expensive considering the mediocre quality). But great views from their terrace -I'd suggest sticking to drinks and simple fare ( in general I've noticed a tendency towards an inverse relationship between view quality and food quality in restaurants
- though I know some places like the Water's Edge are good).. Off Broadway in Dobbs Ferry has a small patio with good food (and the guy is opening a waterfront place in Hastings-on-Hudson next year). Maud's Tavern in Hastings has extremely good food at reasonable prices. It's not directly by the river , but a few small sidewalk tables give you a nice view of the Palisades and some of the Hudson.

As far as other areas, I have found the places I have tried on City Island with al fresco dining and great views tend not to have such good food. Both places on the water in Cold Spring ( I know, way beyond your request) have great views and decent food.

Good luck.
