My favorite restaurant is Pastabilities, near Armory Square. Great place for people watching and after theatre dinners. Basil's, nearby, is also a good place for food with a California twist. Pascal's is pretty good too, but a tad too stuffy for my tastes. For cheap, good Mexican food try Juanita's Mexican kitchen on Court St. For good irish food and atmosphere, Coleman's is not to be missed. For a greasy-spoon type breakfast, the enormous fritatas at Mothers are amazing (off of James?). For pseudo-chain tex-mex food, try Galvestons, (one on Genesse, the other off of Matydale road). There are also several local bars off of court that have pretty decent food, some of them with german themes (Webbers, for instance.) Also, the big restaurants in Carosel Mall are surprisingly good too. All in all, Syracuse had a pretty good restaurant scene. I really do miss going to Pastabilities - it's a cool place. Hope it's still there.
