Try Jess and Jim's in Martin City. They may be in your range. Had a very bad meal at Hereford House downtown but JoCo/ 119th st was OK but you're starting to move up in price. The Savoy is a idea as is Plaza III. You might want to call ahead or check the web for menu prices since these are more fine dining with fine prices. J&J will be in the range you suggest and the steaks are skillet and butter fried not grilled. Casual clothing is ok. Also try Golden Ox in the stockyard area, took my in laws there for 50th anniversary and they loved it. For lunch they have the Back Door lunch room and it's was one of my husbands favorite place for lunch. Sandwiches and hot plates but great.

Don't forget that Kansas City is a steak town!! You don't have to go to a steakhouse to get a good steak. Lots of local restaurants feature a great beef entree. Try JJ's (on the west side of the plaza), Frondizi's (an Italian restaurant with great steaks, located on the east side of the plaza) or Pierpont's (Union Station)

While all of these suggestions are on the upper end of your price range, you will receive a center-cut dry aged prime steak that will be well worth the money.
