The Tandoor in the Inner Harbor has great Indian food, and a lot of it is vegetarian. It's not too expensive (well maybe just a little.) There is a food court in the inner harbor with a wide variety of foods and I'm sure that you can find vegetarian food at some of them, but for me it hasn't been worth the effort since I love the Tandoor.

For Indian food I like the Bombay Grill on Charles. (Just north of the monument, downstairs from Tony cheng's)  This is one of the best Indian Rest's that I have eaten at...
