Being a former resident of the area, I may be able to give a couple suggestions:

The best place I would recommend is in the downtown area called The Bourbon Street Cafe. As the name suggests, it's New Orleans style, but it's really good. I don't know if they have the seating for 20, but give 'em a call and see what happens.

Other places I would recommend:
Oscar's
The Inn at Walnut Bottom

A little east of Cumberland:
J.B.'s Steak Cellar
Mason's Barn (country style food, but good!)

And in Frostburg (where I'm from, about ten miles west) Giuseppe's (AWESOME italian place.) Au Petit Paris- excellent French food, good wine list, but expensive

Hope this helps!
