I went to Pierpoint several years ago. Food was outstanding, service very good, prices reasonable for the quality provided. I don't recall any dress code; it seemed very casual. Marconi's and Prime Rib have generally good reputations locally, although I haven't been to either. Both advertise jacket-and-tie dress codes. Marconi's is one of Baltimore's oldest restaurants, and its menu featuring lobster cardinale and hot fudge sundae is a local Baltimore tradition. I don't know anything about Ransome's.

Went to Pierpoint last visit to Balto, and highly recommend it. Food is superb, service is friendly as befits as small, storefront, chef-run restaurant. Prices seemed well in line with the quality: entrees $15-20 as I recall. Reservations needed.
