You've just described Cantler's to the letter.  Best crab place in the state, and definitely not formal by any stretch of the imagination.

Sorry I can't remember how to get there any more than, it's somewhere off Rt. 648? St. Margaret's Road?, between the Naval Academy and Rt. 50.
 I'll ask around and repost if someone doesn't beat me to it.

Now crab places are each very individual ...... but if you are willing to go a little farther than Annapolis.....

My best suggestion is Harris's in Grasonville/Kent Narrows....

but yes Cantlers is the best place in Annapolis proper....
