For the Pubs and Bars, depends upon what you mean by "have to's." If you like microbrewered ales, the Foundry, in the Strip District, is a great place. If you like German lagers, try the Penn Brewery on the North Side. The Church Brewworks has decent beer, but a decor that's worth seeing. (They are in an old Catholic church, and the altar, stained glass, etc. are still in place.)

As for steakhouses, try the Pittsburgh Steak Company on the Southside. For burgers, either Tessaro's in Bloomfield or Fat Heads on the South Side are your best bet.

Note that all of these places should be within a $6 or so cab ride (though maybe Tessaro's is stretching it). All are also on public transportation.
