Reza immediately came to mind.  It's a sure-bet.  <http://www.rezas.com/> Persian.  432 West Ontario or 5255 North Clark.

Any restaurant in Greek-town would also fit the bill.  Personally, I like Greek Islands, but most of them are very good and inexpensive.  They all have complete vegetarian offerings.

And many Mexican restaurants have excellent fish.  The best of the best is Nuevo Leon, 1515 W. 18th St.  Altho a lot of Americanos eat meat-based foods at Mexican restaurants, most have a good selection of vegetarian.

If you are stuck on pasta, maybe Mia Francesca at 1400 W Taylor Street. I'd suggest something with clams.

You see, the beauty of food in Chicago is in the neighborhoods.  It is not an experience unless everything around you captures you.

All of these suggestions are reasonably priced with a great atmosphere.
