You asked about BH Diner, Pano's, and Pricci. Best bet to get a nice meal with wine in your price range would be the Diner. It's a great place, the food is consistently good & it's neat for people-watching. But it's not at all intimate--it's noisy, in fact.

Another place to consider (on Piedmont, just a quarter mile from the Diner) is Bacchanalia. For a special, romantic meal, it's my fave in Atlanta. (I have lived here for 4 yrs and am a certified foodie.) It has a fixed-price menu at 2 price levels, $27 and $32--for that you get three courses, a choice at each course. The wine markups are extremely reasonable, and you really can get a decent bottle for $20-$25.

Forget all that Thai & Asian stuff on that other list--that's *not* what you want for your birthday celebration.

Hope this helps...
