I don't know about the South Bay, but couscous places are often listed in the Moroccan section of the cuisine-type guide at the end of the yellow pages restaurant listings. It's a fairly common dinner special at mainstream French restaurants. I had an excellent one at the original Left Bank in Larkspur, so you might check with the Peninsula branch. Farther afield, a French friend recommended Couscous Royal in Berkeley, but I haven't gotten around to trying it yet myself.
