Try the dining room at The National Hotel in Nevada City.  I haven't been in a year, but the last time I was there, the food was very good and the wine list was good.  The decor is probrably much like it was back during the Gold Rush and the staff was efficient, knowledgable and helpful.

Note: There are several National Hotels in the Gold Country.  They are individually owned and operated. My only current experience is the one mentioned above.
