The painting that sits at the center of this board is an allegorical image, not a straight record of a place. A winged female figure, often identified with Progress, floats above a line of wagons, miners and surveyors while a railroad cuts through the landscape below. Artists of the late nineteenth century used this kind of symbolic scene to present westward expansion as a national mission, with rail lines and farms standing for civilization replacing wilderness. Viewers today often read the same composition as a record of what that expansion cost the people already living on the land.
