The record names the sitter only as Florence Gilbert, and that title comes from Bain News Service caption cards whose details have not been verified, so the identity should be treated as provisional. The picture survives as a small glass negative, a format the Bain agency used widely in New York in the early twentieth century for news and portrait work. Glass plates were fragile and had to be handled with care, which is one reason so many of these negatives have lasted. With no date in the record, the most useful way to read the image is through its medium and the commercial photo trade that produced it.
