The caption on this glass negative points to a United States commission in Tokyo, but the record does not say which commission it was or when the picture was taken. The negative belongs to the George Grantham Bain Collection, made by the Bain News Service, a New York picture agency that supplied news photographs to newspapers and magazines in the early twentieth century. Its files include many images of officials, diplomats and foreign visits. Because the title comes from unverified agency notes, the identification is best read as a lead to check rather than a settled fact.
